As, the lines of force are parallel to the current surface of cylinder, the flux passing through the curved surface is zero. The flux through the plane-end faces of the cylinder is $${\phi _E} = EA + EA = 2EA$$
By Gauss' law,
$${\phi _E} = \int {E\,.\,ds = {q \over {{\varepsilon _0}}} \Rightarrow 2EA = {{\sigma A} \over {{\varepsilon _0}}} \Rightarrow E = {\sigma  \over {2{\varepsilon _0}}}} $$
